City of Lawton takes actions against local resident

The City of Lawton has issued a statement concerning actions taken against a resident who is a long-time wildlife rehabilitation specialist, actions that have spurred complaints on social media.

The statement:

The City of Lawton recognizes and appreciates the deep compassion many of our residents have for animals in need. We also acknowledge the dedication that Mr. Wallie Breaden has shown over the years in helping injured and orphaned wildlife. His commitment to caring for animals has made a lasting impression on our community, and we understand why so many people value his efforts.

However, wildlife rehabilitation is a specialized practice that requires proper state licensing, appropriate facilities and adherence to established regulations to ensure the best outcomes for the animals and the community.

On Tuesday, the City of Lawton’s animal welfare division, in coordination with Lawton police, neighborhood services, and the Oklahoma Department of Wildlife Conservation, addressed concerns regarding the conditions in which wildlife was being housed. As part of this effort, two owls, two raccoons, a Canadian goose, two domestic geese and six roosters were removed from Mr. Breaden’s Lawton residence. It is a violation of city Ordinance for residents to have wild animals, to include roosters and geese.

Beyond the wildlife concerns, the city has been engaged in ongoing enforcement regarding property maintenance at this location. Two notices of junk and debris were issued to the property in 2024. Per Lawton City Code 15-2-204.B.4, the city is legally authorized to conduct a no-notice abatement, in cases where a nuisance condition recurs within one year of prior enforcement action.

While enforcement of wildlife laws is necessary, we also hear the voices of those who want to see a positive path forward. Mr. Breaden has been offered a volunteer position at Lawton animal welfare, where he can continue to support animals in need, city officials said.
