Duncan man accused of kidnapping napping kid

DUNCAN — A homeless man is in jail after he was accused of climbing through an apartment window and taking a 4-year-old boy.

The allegation is literally a “kidnapping” as, investigators said, the kid was napping before being taken.

Fabian Ceon Brown, 36, made his initial appearance Tuesday in Stephens County District Court where he received a felony charge of kidnapping after former felony convictions, records indicate. He faces between 20 years to life in prison if convicted.

Duncan police were called around 3:15 p.m. July 27 to Elm Terrace Apartments, 206 East Elm, after a man was seen taking the boy from a window in the child’s room; at that point, the boy was back with his mother, according to Officer Taylor Norton. The man, identified as Brown, was taken into custody for trespassing.

The boy’s mother said her son was in his room napping and his window was locked, the probable cause affidavit states. She surmised that Brown must have told the boy how to unlock the window because the boy didn’t know how.

“I observed that (the boy) had a red spot on his leg and a bloody nose,” Norton stated. “(The mother) stated he was not like that before he was taken.”

A witness told Norton she was Brown walking with the boy away from the child’s building so she grabbed the boy by the hand and took him away, the affidavit states. She said Brown remained silent but continued to follow until she returned the child to his mother, Norton stated. She said she’d seen Brown try to grab other children in the area.

Brown has prior felony convictions in Stephens County: April 2015, possession of a controlled substance; March 2022, protective order violation; and from April 9 for violation of a protection order, Oklahoma Department of Corrections records indicate.

As part of Brown’s bond conditions, he is to stay away from Elm Terrace Apartments and the child.

Brown, who is being held on $100,000 bond, returns to court at 9 a.m. Sept. 25 for his preliminary hearing conference.
